NC, UML agree to disagree on Maoist proposal

The meeting of the three major parties - UCPN (Maoist), NC and CPN (UML) - held at the Maoist Parliamentary Party office at Singha Durbar ended inconclusively on Sunday.


The meeting failed to bring NC and CPN (UML) into agreement on the latest Maoist proposal titled 'basis of consensus for ending the political deadlock' which calls for a Maoist-led consensus government and aims to bring the Maoist combatants under the Special committee immediately.

Emerging from the meeting, NC leader Ram Sharan Mahat said that the proposal would not be successful in garnering consensus among the parties as it is silent on the number of Maoist combatants to be integrated as well as the criteria for their integration and rehabilitation.

It must be noted that the meeting of the NC office bearers held Saturday had termed the Maoist proposal of being against the Comprehensive Peace Agreement (CPA).

On the other hand, CPN (UML) leader Pradip Gyawali said that the Maoists prepared the proposal without taking into consideration past agreements and claimed that it will not help in creating an enabling atmosphere for consensus.

The meeting of the NC and CPN (UML) to be held later today is scheduled to come up with an official view point of the two parties on the Maoist proposal.

Meanwhile, Maoist Vice-Chairman Naryan Kazi Shrestha said that his party is ready to start discussion and make any kind of amendments on the proposal publicized yesterday in order to secure the nod of NC and CPN (UML) on it.

Nepali Congress Acting President Sushil Koirala, Vice-Chairman Ram Chandra Poudel and leaders Ram Sharan Mahat and Krishna Sitaula, CPN-UML leaders Pradip Gyawali and Ram Chandra Jha including Maoist Chairman Pushpa Kamal Dahal, Vice-Chairmen Mohan Baidya and Narayan Kazi Shrestha, among others were present at the meeting.

The Maoist proposal unveiled Saturday also presents an action plan for integration and rehabilitation in which the party has proposed to bring the combatants under the Special Committee immediately, and complete theircategorisation (for integration and rehabilitation) within two months and that the number of those to be integrated would be fixed on the basis of the individual choice of the combatants.
